mahan	37aa57d773	Refactor repository and remove unused Index files Refactored `IPersonalContractingPartyRepository` to replace `GetByRegisterId` with `GetByNationalId`. Updated `InstitutionContractApplication` to use the new method and removed duplicate `RegisterId` validation logic.
